This is an interesting letter on the

position with regard to the export of aircraft from

neutrals to belligerents. No precise rules as to

neutrality in this matter have yet been formulated

since the Hague Draft Rules have not yet been

adopted and it seems to me clear from this letter

that the decision conveyed to the Colonial

Government in our telegram at 90 represents a very

much greater concession to Japan than we should have

been compelled to allow under any of the rules of

neutrality which have so far been suggested.

It may be as well to send copies of this

letter in due course to Hong Kong but it will
